VAT Levy on Small Parcels to Moldova

Dear Customers,
Moldova has imposed a 20% VAT on imported parcels with a declared value of €150 or less. The tax is charged on the declared value of the goods at the local standard VAT rate. It is calculated solely on the declared value and is independent of parcel weight or piece count.
Please find below our charging method and related requirements. Kindly arrange your shipments and pricing accordingly.
1. Charging Method
1.1 Parcels arriving at our warehouse on or after November 1, 2026
- VAT of 20% of the declared value will be charged per parcel.
- The charge will be automatically added to the freight by our system.
- It will be settled together with the freight charges.
- This applies to parcels with a declared value of €150 or less.
1.2 Parcels arriving at our warehouse before November 1, 2026, but clearing Moldovan customs after October 30, 2026
- VAT will be collected by Moldovan customs as usual.
- Our system will not calculate this tax automatically.
- It will be billed separately after reconciliation by our finance department.
2. Declared Value Requirements
VAT is calculated exclusively on the declared value of the goods.
- Declared value €100 → VAT payable €20
- Declared value €80 → VAT payable €16
Please declare the actual transaction value of the goods truthfully.
- The tax saved by under-declaration will not cover the back payment and penalties imposed after inspection, and may result in goods being held at the border.
- VAT already paid is non-refundable, regardless of the final status of the parcel.
Moldova Post plans to charge separately for the handling of undelivered parcels. The official rates have not yet been published. We will notify you as soon as the official rates are available.
If you have any questions about the declared value of a specific parcel or the applicable tier, please contact your account manager.
